Refugee -The refugee is any person who is outside his/her country territory because of persecution regarding race, religion, nationality, sex, politic opinion or group appearance, and who can not or does not wish to return to his/her country because of the same reasons.
General background
Any child has rights, so the refugee children have the same rights like the Romanian children:
• An asylum-seeker minor has the right to benefit from a free preparatory course in order to be enrolled in the national school system. This course is organized by the Education and Culture Minister, in collaboration with Romanian Immigration Office. The asylum-seeker minor must be enrolled to the preparatory class within three month from the asylum application. After the preparatory class is over, the asylum-seeker minor has to pass an exam in order to be enrolled in the same classes as Romanian children.
• Separated children seeking for asylum have the right to benefit from 100 Ron allowance monthly. The separated children who had received a form of protection have the right to an repayable help for 9 months in amount of the minimal salary on economy (390 Ron /month), and if they are enrolled in the educational system they have the right to benefit from a school allowance offered by the Romanian state, (around 22,5Ron/month).
• Separated children benefit from the same protection given by law to the Romanian children in difficulty.
• Refugee children benefit from the same treatment given for Romanian citizens regarding the freedom to practice their own religion.
Short history
Starting with the year 1998, Save the Children Romania implements the project of the United Nation High Commissioner for Refugees which targets the refugee, asylum-seeker and separated children. This project aims to help the refugee children adapt to another world and culture and integrate in the Romanian society. An essential role in the integration process is played by the educational and recreational activities which give them the chance to affirm their own identity and cultural values and but in the same time to enlarge their horizon by seeking and adapting to Romanian reality.
Most of the refugee children came from countries like: Somalia, Liberia, Afghanistan, Iraq, Iran, Eritrea, Egypt, Congo, Russia and Turkey.
Since 2004 and till present most of the asylum-seeker separated minors (declared) came from Somalia.
